The Compendium images are sorted through different folders in the internal game files: standalone pieces that don't match any other piece are classified as "Parts" while pieces that form a set are put together in their own folder. On this page are outfits that are considered sets from having their own folder, but are not considered an outfit in-game.
If you see a set that only has one item, it probably means that Infold is planning on releasing pieces that match that item in the future.
Please note it is also possible that some items are classified in the game files as "Parts" but are part of a hidden set, such as Crimson Snowstorm, which used to be an official set with S0037 during beta, but is now in "Parts".
